欧盟碳边境调节机制（CBAM）针对钢铁、铝、水泥、化肥、电力、氢气六大品类进口商品实施碳排放管控，相关企业进口商品进入欧盟市场，必须提交欧盟成员国认可机构出具的碳排放核查报告。仅有取得欧盟国家认可机构资质的主体，才可开展合规核查并签发有效报告。

("CTI", Stock Code: 300012.SZ) announced that EmiCert, its majority-owned EU-based greenhouse gas verification body, has officially obtained verification accreditation under the EU Carbon Border Adjustment Mechanism (CBAM). As the world's first independent third-party verification bodies to secure CBAM verification accreditation with capabilities covering all six CBAM-regulated sectors, EmiCert is now positioned to provide carbon emission verification services with legal validity under EU law for enterprises exporting goods to the EU.

CBAM‑related accreditation scope granted by ESYD (Accreditation Certificate No. 874‑9)

The EU Carbon Border Adjustment Mechanism (CBAM) imposes carbon emission controls on imports across six product categories: iron and steel, aluminium, cement, fertilisers, electricity, and hydrogen. Enterprises importing these goods into the EU market must submit a carbon emission verification report issued by a body accredited by a national accreditation body of an EU Member State. Only entities accredited by EU national accreditation bodies are authorized to conduct compliance verification and issue valid reports.

Commenting on the accreditation, Mr. Zhou Lu, Vice President of CTI, noted that verification work under the CBAM regulatory framework is about to commence in earnest. As a member of the CTI Group, EmiCert has now become the world's first independent third-party bodies to receive CBAM verification capability accreditation, with authorised scope covering all six CBAM-regulated sectors. This undoubtedly provides robust CBAM customs clearance facilitation and assurance for enterprises exporting to the EU, particularly Chinese enterprises. Since the beginning of this year, EmiCert and CTI's dedicated carbon team in China have invested substantial manpower and resources in advancing local verification, capability transfer confirmation for certificate issuance in Europe, personnel authorisation assessment, and technical review standards. This collaborative arrangement ensures seamless integration and efficient "business as usual" operations for all Chinese enterprises and related products affected by CBAM. On 24 November 2025, CTI completed the acquisition of EmiCert.

Headquartered in Greece, EmiCert is a specialized EU body with deep expertise in greenhouse gas verification. Following CTI's completion of the equity acquisition of EmiCert, the two parties have built an important bridge connecting the Chinese market with the EU compliance system. With this accreditation now in place, EmiCert can independently issue CBAM compliance verification reports, while working in tandem with CTI's technical team in China to deliver an integrated service model of "on-site verification in China, compliance report issuance in the EU".

As a global third-party testing, inspection and certification institution, CTI continues to strengthen its worldwide capabilities in sustainability. The Group currently holds validation and verification accreditation under the Article 6.4 mechanism of the UN Paris Agreement, and has been continuously expanding its global service network through overseas laboratory acquisitions, building a cross-regional carbon verification technical system to support enterprises in navigating various international climate and trade regulations.
