11月24日,华测检测认证集团股份有限公司(简称CTI华测检测,股票代码300012)正式宣布,已完成对希腊Emicert温室气体审定与核查机构的交割,并于雅典隆重举行了交割仪式。
此次顺利完成交割,标志着CTI华测检测在可持续发展业务领域架起了打通欧洲和亚洲的重要桥梁:
第一,可以快速切入欧盟碳服务市场,填补资质空白。Emicert是希腊首家获得欧盟认可的温室气体第三方核查机构,其资质通过欧盟多边互认协议在全欧洲有效,覆盖EU-ETS、CORSIA、IMO DCS、CBAM等关键碳监管体系。通过并购,CTI华测检测直接获得欧盟市场的“入场券”,避免了漫长的资质申请周期,迅速建立起在欧盟碳核查、碳足迹认证等领域的合规服务能力。
第二,有利于服务中国出海企业,抢占“双碳”合规红利。随着欧盟CBAM(碳边境调节机制)等法规落地,中国出口企业面临强制碳披露与合规压力。CTI华测检测借助Emicert的本地资质与经验,为中国企业提供“本土化的国际服务”,帮助其满足欧盟碳合规要求,降低出口风险,形成新的业务增长点。
第三,强化全球ESG服务网络,提升国际话语权。此次并购是CTI华测检测构建全球ESG服务能力的关键一环。结合此前收购的开景集团(供应链可持续发展服务),CTI华测检测已初步形成覆盖碳核查、碳足迹、供应链审核、ESG披露的全球化服务体系。这不仅提升了其在国际可持续发展领域的话语权,也增强了与国际巨头同行的竞争能力。
第四,获取优质客户资源与技术团队,增强技术壁垒。Emicert拥有600+艘船舶、100+航运公司的服务经验,年签发核查证书超1000份,累计核查碳排放量超4亿吨,并拥有一支国际化资深核查员团队。CTI华测检测通过并购直接获取这些客户资源与技术能力,大幅提升其在航运、航空等难进入行业的碳服务竞争力。
第五,国际化战略加速落地,构建“全球本地化”服务模型。此次并购是CTI华测检测“全球本地化”战略的典型案例,通过收购本地领先机构,CTI华测检测不仅获得技术与资质,更保留了本地团队与运营体系,实现“以欧洲服务欧洲”,有效规避跨境运营风险,提升服务响应效率与客户粘性。

On November 24, Centre Testing International Co., Ltd. (hereinafter referred to as "CTI", stock code 300012) officially announced the completion of its acquisition of Emicert, a Greek greenhouse gas validation and verification body, and held a grand closing ceremony in Athens.
The successful closing marks a milestone for CTI in building a strategic bridge between Europe and Asia for its sustainability business:
1. Instant access to the EU carbon-services market and a complete qualifications portfolio
Emicert was the first Greek body accredited by the EU as a third-party greenhouse-gas verifier. Through the EU’s multilateral mutual-recognition agreement its accreditation is valid across Europe and covers all key carbon regimes—EU-ETS, CORSIA, IMO DCS and CBAM. By acquiring Emicert, CTI receives an immediate “entry ticket” to the EU market, bypassing a lengthy standalone accreditation process and can now offer compliant verification, carbon-footprint certification and related services throughout the Union.
2. A turnkey solution for Chinese exporters facing EU “double-carbon” compliance
With the entry into force of the EU’s Carbon Border Adjustment Mechanism (CBAM) and similar rules, Chinese exporters must provide verified carbon disclosures. Leveraging Emicert’s local accreditation and know-how, CTI can deliver “localised international service” that helps Chinese manufacturers meet EU carbon requirements, reduce export risk and create a new revenue stream for the Group.
3. Strengthening CTI’s global ESG network and international voice
The deal is a critical step in CTI’s plan to build worldwide ESG capability. Together with last year’s acquisition of KAI Group (supply-chain sustainability services), CTI now offers a global one-stop portfolio covering carbon verification, carbon footprinting, supply-chain audits and ESG disclosure. This enhances both CTI’s influence in international sustainability forums and its ability to compete head-to-head with global TIC leaders.
4. Premium customer base and technical talent that raise the barrier to entry
Emicert has verified 600+ ships and 100+ shipping companies, issues more than 1,000 verification statements per year and has cumulatively certified over 400 million tCO₂e. Its international team of senior verifiers gives CTI instant expertise and contracts in hard-to-penetrate sectors such as shipping and aviation, materially raising the Group’s technical moat.
5.The internationalization strategy is accelerating, with a "global localization" service model taking shape.
The acquisition is a textbook example of CTI’s “global yet local” roadmap: buy a market-leading local player, keep the existing team and operating system, and deliver “Europe-serving-Europe.” This structure minimises cross-border operating risk and boosts both response speed and client stickiness.
